Mining-affected communites have faced various issues related to livelihood, socio-economic, health, drinking water etc. Realizaton of the same led to the creaton of DMF as part of benefit sharing and inclusive growth. DMF works in the interest and benefits of the persons and areas affected by mining-related actvites. As per the Act, mining companies have been notfied to deposit payments to DMFs as per notficaton by the center. The rules for functons, accountability, transparency etc. of DMFs are within the purview of state governments as per the guidelines of PMKKKY. Accordingly, the state of Goa has notfied DMF Rules 2018, vide notficaton no. 16/7/2015-M.VI (Part) dated 16th Sept 2015. Proposal Submission

Detailed proposal submitted to DMF(T) by various * Stakeholders through Line Departments

Proposal Review

Proposals are scrutinized by the Project Management Unit (PMU)

Committee Review

Proposals are placed before the Managing Committee (MC) for consideration

Final Approval

Approved projects by MC are forwarded to the Governing Council (GC) for final Approval

Administrative Approval

DMF accords Administrative Approval to the concerned implementing department

Expenditure Sanction

DMF accords Expenditure sanction to the concerned implementing department

Work Execution

Implementing department undertakes work as per schedule and raises bills to the DMF. PMU monitors the progress of the work, and creates reports.

7

Payment Processing

Based on the reports, DMF (Trust) makes the payment to the respective implementing/ executing agency as per bills received directly to the agency’s account.
